Industrial Bank
In the US, industrial banks a.k.a. industrial loan companies are permitted to accept FDIC-insured deposits and extend business and consumer loans. But they operate outside of the Federal Bank Holding Company Act. They are regulated instead under individual state legislation. This means non-financial entities i.e. entities not classified as bank holding companies can own industrial banks.
